Beckett stressed government will be keeping a close eye through the Office of Fair Trade on the code of practice, which binds supermarkets and their relationship with growers.
'I recognise the disparity between many small businesses at one end of the chain, and the large supermarkets at the other, has led to tensions,' Beckett admitted. 'There is real concern that the small players should secure a fair return.'
