The environmental council completed aspects of the first reading of the environmental liability proposals on June 13. The proposals have three areas of concern to those in the industry; the definition of biodiversity, the introduction of compulsory environmental liability insurance and the removal of existing defences against environmental damage.
The proposals now go to the European Parliament for a second reading in the autumn before returning to the Environmental Council in early 2004.
