Benn moves to Defra from his previous position as secretary of state for international development. He replaces David Miliband, who was appointed foreign secretary in the new Cabinet.
The responsibilities of the junior ministers in the department were still being finalised as FPJ went to press, but Lord Rooker is now joined as minister of state at Defra by Phil Woolas and by parliamentary under-secretaries Joan Ruddock and Jonathan Shaw.
